When should I join the CEDA program?
To maximize program benefits, we recommend participating during the early design phase, before key building system decisions are finalized. This allows energy-saving measures and decarbonization strategies to be integrated most effectively.
However, projects incorporating heat pumps may still qualify later in the project timeline.
How do I get started in the CEDA program?
Getting started is easy! Simply complete the screening tool linked to the “Apply” button at the top of this page—there’s no cost or obligation, and it takes about five minutes. Any member of your project team can submit it.
You’ll be asked to provide a few basic details about your project, such as location, building type, and project timeline.
Once submitted, Willdan will assign a dedicated project manager who will schedule a discovery call to understand your project goals and discuss potential energy-saving opportunities.
What information do I need to complete the screening tool?
To complete the tool, you’ll be prompted to enter key project details, including:
- Building location and square footage
- Building type
- Utility provider(s)
- Planned completion dates for design and construction
- Number of units (multifamily only)
- Heat pump details (if under construction)
You’ll also be asked to provide an email address to save your results and receive follow-up information.
What if I decide I no longer want to participate after enrolling?
Participation in the CEDA program is non-binding. You can exit the program at any time without any obligations, should your priorities change or if you choose not to move forward with the recommendations.
What are the costs of participating in the CEDA program?
The CEDA program is available at no cost to the participant. There are no hidden fees or charges. We offer complimentary technical assistance and customized decarbonization analysis to help you achieve your energy and sustainability goals.
What materials will I gain from the program?
Upon participation, you will receive a customized energy decarbonization report that outlines tailored recommendations for your project. This report will include potential energy-saving measures, decarbonization strategies, and information on any available incentives from your local utility provider.
When do I receive the incentives?
- Design Team Incentives: These incentives are distributed after bundle selection during the early stages of the project.
- Owner Incentives and Inducements: These are distributed after project verification. A verification specialist will visit the project site to ensure that all energy-saving measures have been properly implemented. Once verified, the local utility partner will be notified, and the incentives will be processed and distributed.
Are there any eligibility requirements to participate?
Yes, to qualify for the program, your project must be located in a PG&E, SCE, SoCalGas, or SDG&E service territory and meet specific criteria for energy efficiency. Projects should be new construction or qualifying major alterations, and the project owner must pay the Public Purpose Program surcharge.

How long does the CEDA process take?
The CEDA program typically includes two meetings totaling approximately two hours, depending on your project’s scope and size. The overall timeline also accounts for your building’s construction schedule, with verification taking place after completion to ensure energy-saving measures are properly integrated.
Projects participating in the Heat Pump Initiative follow a more streamlined process, typically requiring no meetings and offering a shorter timeline.
Can the CEDA program help with projects outside of California?
