Find Out if Your Project Qualifies!
Planning a construction or major renovation project in California? CEDA supports a wide range of commercial, public, industrial, agricultural, and high-rise multifamily buildings and helps teams evaluate energy-saving strategies early in design. Explore the general and pathway-specific eligibility criteria below.
General Eligibility Criteria
These requirements apply to all CEDA participation pathways:
- Located in a PG&E, SCE, SoCalGas, or SDG&E service territory with an eligible rate structure
- The project team is interested and committed to evaluating energy efficiency options
- New construction or a qualifying major alteration
- The owner pays or will pay the Public Purpose Program surcharge on the account where the energy efficiency (EE) measures are installed
- No double-dipping incentives with other utility-sponsored ratepayer energy efficiency programs for the same measures
- Access to the project site must be allowed at project completion for verification of installed measures
What qualifies as a major alteration?
- Major alteration project must meet at least one of the following:
- Changes in space function (building or space occupancy type change)
- Substantial changes ( ≥30%) in design occupancy (square feet per person)
- Increase ( ≥10%) in conditioned floor area
- Any substantial expansion or addition of process or conditioning load to an existing facility
Standard CEDA Eligibility
Designed for whole-building energy efficiency and decarbonization projects.
Projects must meet the General Eligibility Criteria above and the following requirements:
- The project must be in the early design phases
- The project involves building energy efficiency improvements or decarbonization strategies
Heat Pump Initiative Eligibility
Designed for projects using high-efficiency heat pump technologies. Incentive levels under the Heat Pump Initiative may be lower than those offered through standard CEDA.
Projects must meet the General Eligibility Criteria above and the following requirements:
- Projects may enroll up to 90 days before occupancy
- The project must include qualifying heat pump systems
